Job Title: Business Analyst Travel & Expense Management Systems
Location: Tallahassee on site
Overview
We are seeking a skilled Business Analyst (BA) to support the implementation of a new Travel Management System and potentially an Expense Management System for a state government client. This role is critical to ensuring a successful system launch ahead of the PALM (Planning, Accounting, and Ledger Management) system go-live in Summer 2026.
Key Responsibilities
- Lead business analysis efforts for the selection and implementation of a new travel management system.
- Support the RFQ process for an expense management system (currently on hold).
- Ensure mobile-friendly solutions are prioritized.
- Collaborate with stakeholders across the House of Representatives, Senate, and OLITS.
- Assist with or lead project management tasks as needed.
- Provide post-implementation support for 36 months after go-live.
- Evaluate and support the potential implementation of a direct pay system.
- Ensure compliance with Florida state travel laws, particularly Section 112 of the Florida Statutes.
Preferred Qualifications
- Experience with PALM or other large-scale financial systems (highly preferred).
- Strong understanding of state travel laws and regulations.
- Proven experience in business analysis for system implementations.
- Familiarity with expense and travel management systems.
- Project management skills or experience leading implementation efforts.
- Ability to work independently in a siloed team environment with minimal stakeholder interaction.

- Working closely with:
- 1 SME over the program
- 1 Finance Director
Additional Information
- Opportunity for contract extension if the expense management project proceeds post-travel system implementation.
Pay And Benefits
The pay range for this position is $50.00 - $55.00/hr.
